What does the term acceptable translator stand for?

acceptable translator means a person who -

• in relation to a language other than English or French, for the purposes of this Act and which is capable of translating that language into English or French;
• for the Directory as a translator in accordance with such requirements as may be specified in written guidelines issued by the Directory;
